SpaceX has been awarded a classified contract valued at $1.8 billion to construct a network of spy satellites for a U.S. intelligence agency, according to five anonymous sources familiar with the program.
The project, undertaken by SpaceX’s Starshield division, signifies a deepened involvement by the company in U.S. intelligence and military affairs. It also reflects the Pentagon’s strategic investment in large, low-Earth orbit satellite constellations designed to support ground forces.
Sources familiar with the program revealed that the successful completion of this project would significantly enhance the U.S. government and military’s ability to swiftly locate potential targets across the globe. The contract signifies a growing sense of trust within the intelligence community towards SpaceX, despite tensions between company owner Elon Musk and the Biden administration. Additionally, it comes amidst controversy surrounding the use of Starlink satellite internet access during the ongoing conflict in Ukraine.
While previous reports acknowledged the existence of a classified Starshield contract with an unidentified intelligence agency, details regarding the program’s purpose remained undisclosed. This new information, reported by Reuters, specifies that the contract involves the development of a powerful spy system comprised of hundreds of Earth-imaging satellites capable of operating in a coordinated swarm within low-orbit. The specific intelligence agency collaborating with SpaceX has also been identified as the National Reconnaissance Office (NRO).
Neither SpaceX nor the NRO have commented on the specifics of the project, including the timeline for deployment or the involvement of other companies. The Pentagon has also declined to comment, directing inquiries to the NRO and SpaceX.
An NRO spokesperson acknowledged their ongoing efforts to develop a sophisticated space-based intelligence, surveillance, and reconnaissance (ISR) system through partnerships with various government agencies, companies, research institutions, and allied nations. However, they declined to elaborate on the extent of SpaceX’s involvement as reported by Reuters.
Sources familiar with the program revealed that the satellites would possess the capability to track targets on the ground and transmit this data to U.S. intelligence and military officials. This would theoretically enable the U.S. government to acquire continuous, real-time imagery of activities occurring nearly anywhere on Earth, significantly aiding intelligence gathering and military operations.
Since 2020, SpaceX has launched roughly a dozen prototype satellites alongside other payloads aboard their Falcon 9 rockets. A U.S. government database tracking objects in orbit has identified several SpaceX missions deploying previously unacknowledged satellites.
The importance of this project is further emphasized by the Pentagon’s existing reliance on SpaceX for launching military payloads into space using their Falcon 9 rockets.
The initial Starshield prototype satellite, launched in 2020, was developed under a separate $200 million contract, which ultimately positioned SpaceX for the subsequent $1.8 billion award. It is crucial to distinguish between the classified Starshield network and Starlink, SpaceX’s commercial broadband constellation currently orbiting Earth with over 5,500 satellites, providing internet access to consumers, businesses, and government agencies worldwide.
