OpenAI CEO Sam Altman has reversed his previous threat to leave Europe, stating that the company has no plans to do so. Altman had expressed concerns about complying with upcoming AI regulations in the EU, which he considered to be excessive. However, following widespread coverage of his comments, he backtracked and tweeted that OpenAI is enthusiastic about continuing its operations in Europe.

The proposed legislation in the EU could potentially require generative AI companies to disclose the copyrighted material used to train their systems for text and image generation. Some individuals in the creative industries accuse AI companies of utilizing artists’ work without proper attribution. Altman reportedly believes that OpenAI may face technical difficulties in meeting the safety and transparency requirements outlined in the AI Act.

Altman expressed optimism about AI’s ability to create jobs

During an event at University College London, Altman expressed optimism about AI’s ability to create jobs and reduce inequality. He also met with UK Prime Minister Rishi Sunak and leaders from AI companies DeepMind and Anthropic to discuss the risks associated with AI, ranging from disinformation to national security and even “existential threats.” The discussions revolved around voluntary actions and regulations necessary for managing these risks.

At the G7 summit in Hiroshima, the leaders of several countries, including the US, UK, Germany, France, Italy, Japan, and Canada, acknowledged the need for international collaboration in creating “trustworthy” AI. The European Commission aims to develop an AI pact with Alphabet, Google’s parent company, before any EU legislation takes effect.

EU industry chief Thierry Breton emphasized the importance of international cooperation in regulating AI. He met with Google CEO Sundar Pichai in Brussels, where they discussed the need for AI developers to work together voluntarily to establish an AI pact ahead of legal deadlines.

Tim O’Reilly, a Silicon Valley veteran, author, and founder of O’Reilly Media, suggested that transparency and the creation of regulatory institutions for accountability should be prioritized. He emphasized the need for companies developing advanced AI to collaborate on establishing comprehensive metrics for reporting to regulators and the public, with a process for updating those metrics as new best practices emerge.
