Singapore is set to introduce an automated, passport-free immigration clearance system at Changi Airport in 2024, following recent changes to the country’s Immigration Act. Biometrics will create a single authentication token, streamlining the passenger experience from bag-drop to immigration and boarding. This move aims to reduce the need for passengers to present travel documents repeatedly. However, Singapore acknowledges that physical passports may still be required for entry into many other countries.
The shift towards automation began in 2020, with both manual and automated checkpoints operating at Changi Airport. Biometric technology and facial recognition are already in use at the airport, and this change aims to provide a more efficient and secure immigration clearance process for travelers.
Singapore aims to phase out traditional methods of traveler identification, emphasizing that running two systems in parallel would be costly and cumbersome. The government assures that traveler data will only be retained for necessary immigration processing, analytics, or investigation, with strong encryption and security measures in place.

While the technology promises a more seamless experience, privacy concerns arise with the collection and storage of biometric data. Some experts warn of potential risks, including data breaches and the need for high accuracy to avoid false positives or negatives. The challenges also extend to international sharing of biometric information, given varying legal and privacy regulations.
The move aligns Singapore with other countries like Dubai, which already offer passport-free clearance for enrolled travelers and plan to expand their biometric system in November. Additionally, Australia is considering similar initiatives involving digital credentials and contactless processing using biometrics.
