NSW gov creates ‘legislation twin’

The New South Wales (NSW) government has introduced a new concept called the “legislation twin” as part of its digital twins initiative. Matthew Roberts, a data scientist at the Department of Customer Service, announced the launch of the legislation twin on LinkedIn and in a blog post.

The legislation twin is designed primarily for public servants and provides an interface for users to explore the connections between various elements of NSW law, including Acts, statutory instruments, environment planning instruments, and gazettes. It allows users to identify how these legal components are linked, the allocation of Acts to ministers, and the consistency or variation in definitions across different legal elements.

To populate the legislation twin, data from NSW legislation, statutory instruments, environment planning instruments, and government gazettes was collected and analyzed using natural language processing techniques. The twin is updated daily and will be expanded over time to enhance its functionality.

The purpose of the legislation twin is to assist public servants in understanding the complex interconnections between different legal instruments. It enables them to ensure that all relevant legislation is taken into account when formulating policies for implementation. Moreover, the twin facilitates the identification of variations in definitions across Acts, providing clarity on the context of legislative changes and policy initiatives.

The introduction of the legislation twin is a significant step forward in leveraging digital twin technology to enhance the efficiency and effectiveness of policy-making and legal processes within the NSW government.
